concern is to restrict immigration into Hong Kong,

and you will now have seen Foreign Office telegram

to Tamsui repeated to you as No. 1732. Foreign Office

urge, however, that H.M. Consul, Tamsui, is overwhelmed

with routine work despite the recent appointment of
